still see bluetooth service even offline mode turned on

      Description

      when offline mode turned to be "ON", all the services should be in invisible, but actually bluetooth service always can be seen.

      EXACT STEPS LEADING TO PROBLEM:
      ===========================================================
      1. pair your bluetooth device and IVI device
      2. run "/usr/lib/connman/test/test-connman list" to find the service
      sh-4.1# test-connman list
      AR Wired

      ANYCOM EDR-AP

      { bluetooth_88532ed021f3_0007884400d8 }
      3. turn on offline mode
      /usr/lib/connman/test/test-connman offlinemode on
      4. check if all the services is invisible
      /usr/lib/connman/test/test-connman list

      EXPECTED OUTCOME:
      ===================
      no services printed at step4

      ACTUAL OUTCOME:
      ===================
      bluetooth service still printed

        After I check the connman1.3 code,I found out the function detect_newlink has some relevance to the solution of the issue.
        Now I don't know why the device of CONNMAN_DEVICE_TYPE_BLUETOOTH hasn't call the function connman_device_register.
        So I will discuss with upstream developers the solution of this issue.
