still see bluetooth service even offline mode turned on

when offline mode turned to be "ON", all the services should be in invisible, but actually bluetooth service always can be seen.

1. pair your bluetooth device and IVI device
2. run "/usr/lib/connman/test/test-connman list" to find the service

3. turn on offline mode
/usr/lib/connman/test/test-connman offlinemode on
